INMACOM MIS Platform Overview

Welcome to the INMACOM MIS (Management Information System) V2.0 developer documentation and user portal. This site serves as the authoritative source of truth detailing the technical implementation, architecture, databases, routing, APIs, and business workflows of the INMACOM platform.

System Overview

The Incomati Water Resources Management System (INMACOM MIS) is a transboundary water-management portal. It is designed to track water stations, real-time measurements, compliance with the Incomati and Maputo Agreement (IIMA), hazard status, disaster incidents, and document flows across three tri-basin nations:

  • πŸ‡²πŸ‡Ώ Mozambique
  • πŸ‡ΏπŸ‡¦ South Africa
  • πŸ‡ΈπŸ‡Ώ Eswatini (Swaziland)

The platform provides a consolidated dashboard for environmental managers, administrators, and data entry clerks to monitor basin health, log local alerts, and report compliance metrics back to the tri-nation Tripartite Permanent Technical Committee (TPTC).

Technical Stack

The application is structured as a modern full-stack monolithic web application using the following technologies:

LayerTechnologyVersion / Description
BackendLaravel 13 (PHP 8.3)Core routing, MVC architecture, domain models, validations.
FrontendReact 18 + TypeScriptComponent-driven, dynamic UI.
Monolith BridgeInertia.js 2Server-driven routing with a single-page app (SPA) user experience.
DatabasePostgreSQLRelational transactional storage for stations, history, and audits.
AuthenticationFirebase AuthenticationEmail/password + Google Auth with Laravel session synchronization.
StylingMantine v8 + Tailwind v3Premium, clean layout system utilizing global styling tokens.
MappingLeaflet + React LeafletGIS-driven mapping showing basin boundaries, station locations, and status.

Treaty & Compliance Context

The core business logic of INMACOM MIS revolves around the Incomati and Maputo Agreement (IIMA), specifically monitoring:

  1. Instream Flow Requirements (Eflow): Ensuring that river flow rates at critical cross-border monitoring stations do not drop below the treaty-mandated minimum thresholds (expressed in mΒ³/s or million mΒ³/annum).
  2. Water Allocations: Monitoring that total abstracted volumes by each country do not exceed the historical allocations designated for each user category.
  3. Water Quality Standards: Tracking parameters like dissolved oxygen (DO), pH, electrical conductivity (EC), temperature, and chemical concentrations to prevent ecological degradation.
  4. Disaster and Incident Response: Instantly notifying downstream countries (e.g. South Africa/Eswatini notifying Mozambique) in the event of severe floods, dam spillages, or chemical spills.

[!NOTE] The Incomati river basin is highly vulnerable. Any water abstraction upstream directly impacts downstream users, making this real-time monitoring and reporting system critical for environmental compliance and international treaty enforcement.
