Disaster & Incident Management

INMACOM MIS provides a coordinated transboundary dashboard for logging and managing water-related disaster incidents (e.g. chemical spills, floods, dam failures) and routing alerts to downstream countries.

Database Schema & Details

Incidents are stored in disaster_incidents and linked to auxiliary tables.

1. disaster_incidents

Stores core incident metadata:

  • reference: Auto-generated unique string (e.g. INC-2026-0034).
  • hazard_code: Type of hazard (e.g., flood, chemical_spill, dam_discharge).
  • incident_status: reported, active, mitigated, or resolved.
  • severity_level: minor, moderate, major, or critical.
  • latitude & longitude: Geolocation of the incident source.

2. pollution_incident_details

When the hazard code is a chemical spill or pollution event, this table stores EPA-specific metrics:

  • usepa_category: USEPA classification index (1-4).
  • pollutant_name & cas_number: Chemical identifiers.
  • spill_volume_m3 & estimated_mass_kg: Physical scale of the spill.
  • fish_kill_observed & fish_kill_extent: Ecological impact flags.
  • waterborne_disease_reported & disease_name: Public health threats.

Transboundary Notification Routing

One of the most critical aspects of the treaty is the requirement to alert neighboring countries of upstream pollution or flood events.

  • Table: incident_notifications
  • Routing Fields:
    • recipient_country: The target country (e.g. MZ for Mozambique when a spill occurs in ZA South Africa).
    • recipient_org: The target department (e.g., ARA-Sul in Mozambique).
    • channel: email, sms, or internal_alert.
    • acknowledged_at & acknowledged_by: Tracks when the downstream authority received and verified the notification.

[!IMPORTANT] The system requires that any incident flagged as major or critical severity at a border catchment automatically dispatches a notification record to the adjacent country. This ensures compliance with the IIMA Article 12 (Emergency Situations).

Response Actions Logging

All mitigation and recovery operations are tracked in the incident_actions table:

  • phase: preparation, containment, mitigation, or recovery.
  • action_type: Type of action taken (e.g. closing downstream water intake valves).
  • performed_at & outcome: Timestamp and description of the action results.
